In another aspect, a method is provided for controlling the transmit power of a data transmission to a plurality of terminals. A determination is thereafter made whether each missing packet is (1) subsequently received from the HARQ entity or (2) lost, by successively eliminating HARQ channels that may be used to send the missing packet.
